Address Development Officer
You will be responsible for maintaining the Council’s LLPG address database to ensure that corporate address data is accurate, up to date and compliant with all standards. This includes adding new property records, updating existing records, accurate reporting and maintaining cross references to other data sources.
Address data is central to many Council processes, and you will champion the LLPG as the single source of address data and its use to support business processes and promote integration with other Council systems.
As the Council’s co-nominated Authority Address Custodian, you will have responsibility for ensuring that the Council meets all obligations of their Data Co-operation Agreement. In addition to Custodian tasks, you will carry out Street Naming and Numbering activities.
The role will require you to work with internal and external stakeholders, undertaking address matching and cleansing to ensure that all data accuracy standards defined by GeoPlace are fully achieved. The ability to work logically and with attention to detail to produce highly accurate and consistent results is important to achieving this.
This is a key role; the accuracy of the work you will do and making sure up to date information is recorded can impact on all services of the Council as well as government, delivery services, developers, businesses and our emergency services.
Delivering excellence is therefore critical; you must have attention to detail, high accuracy (and checking skills), and have an ability to interrogate data and information to make an informed decision.
This role is a great opportunity to work in a specialist, successful team and would suit a positively minded, energetic and customer focused individual.
You can really make a difference to how we work and how we interact with our customers.

How to Apply
From April 2027, Guildford Borough Council and Waverley Borough Council will become part of the new West Surrey unitary council, following the government’s confirmed plans for local government reorganisation across Surrey. This change will see the current twelve councils replaced by two new authorities, East Surrey and West Surrey, with West Surrey taking responsibility for the areas currently served by Guildford, Waverley, Runnymede, Spelthorne, Surrey Heath and Woking.
As we move towards this transition, our focus remains firmly on delivering high‑quality, value‑for‑money services and staying true to our shared organisational values of Collaboration, Wellbeing, Trusted, Value for Money and Professionalism.
We recognise that any period of organisational change can bring questions, particularly regarding future structures and working arrangements. Throughout this process, we are committed to supporting our colleagues with transparency and care prioritising wellbeing, maintaining a trusted and open dialogue, and ensuring continued access to learning and professional development opportunities.
While the exact shape of the new West Surrey Council beyond 2027 is still being developed, joining us now means becoming part of an organisation where collaboration thrives and where your contribution will directly influence one of the most significant local government transformations in decades. You’ll gain valuable experience, play an active role in shaping the future of public services across West Surrey, and work within a team committed to professionalism and delivering outstanding outcomes for our communities.
Together, we will ensure a smooth transition and continue to deliver exceptional services for residents both now and into the future.
