Joint Transformation Officer
Waverley is an ambitious council with a strong commitment to delivering high‑quality services and continuous improvement. As part of this commitment, we are recruiting a Transformation Officer to strengthen transformation, service improvement, finalising collaboration and preparation for Local Government Reorganisation. This role is employed by Waverley Borough Council but working across both Waverley and Guildford Borough Councils.
This post offers a unique opportunity to design, develop and deliver business transformation and improvement projects in the council’s Collaboration, Service Improvement and Transformation functions. You will use project management methodologies to put processes in place and explain to stakeholders how processes work. You will demonstrate a consistent and considered approach that confidently helps change projects move from concepts to completion helping with each step of those journeys.
You will bring excellent communication skills, a customer‑focused and agile approach, and the ability to drive service improvement across a complex operational environment working with multiple services. You will guide, advise on and support business improvement, transformation and completion of collaboration projects to ensure they are on schedule and will deliver in terms of outputs and timescales.
This is an exciting opportunity to embed review methodologies and mechanisms and make a real difference for residents by supporting services through collaboration, transformation and service improvement. Local Government Reorganisation will provide an overarching focus in all of your work as we move towards vesting day for West Surrey.

From April 2027, Guildford Borough Council and Waverley Borough Council will become part of the new West Surrey unitary council, following the government’s confirmed plans for local government reorganisation across Surrey. This change will see the current twelve councils replaced by two new authorities, East Surrey and West Surrey, with West Surrey taking responsibility for the areas currently served by Guildford, Waverley, Runnymede, Spelthorne, Surrey Heath and Woking.
