Epsom & Ewell Borough Council is committed to preventing homelessness and supporting residents to access safe, secure and sustainable housing. We are seeking a proactive and highly motivated Move-On (Rent Deposit) Officer to play a key role in delivering our Rent Deposit Scheme (RDS) and supporting households to successfully move into private rented accommodation. This is a rewarding frontline role where you will work with households in temporary accommodation or at risk of homelessness, helping them to secure and sustain long-term housing solutions.

About the role

In this role, you will lead on securing private rented accommodation by building and maintaining strong relationships with landlords and letting agents. You will actively promote and grow the Council’s Rent Deposit Scheme, increasing access to the private rented sector for households in housing need.

A key part of the role is managing a caseload of Rent Deposit Scheme referrals, supporting customers to identify, access and secure suitable properties, negotiating tenancy arrangements, and undertaking affordability and suitability assessments. You will then be responsible for issuing offers and discharge of duty decisions in accordance with homelessness legislation and statutory guidance.

You will also provide advice, guidance and support to both customers and landlords on housing rights, tenancy responsibilities and welfare benefits. In addition, you will play an important role in supporting tenancy sustainment by helping customers to develop the skills needed to manage and maintain successful tenancies.


About you

We are looking for an individual with experience of working in a frontline housing, homelessness or private rented sector role, ideally within a local authority or similar environment.

You should have a knowledge and understanding of housing law, especially in relation to the private rented sector, property standards and homelessness, as well as an understanding of the welfare benefits system.

You must hold a full driving licence and have access to a vehicle, as the role involves property visits within the borough and surrounding areas.

You will be a confident and effective communicator, with the ability to engage with a wide range of stakeholders, including vulnerable customers, landlords and letting agents, as well as partner organisations, whilst working collaboratively with colleagues. Strong negotiation skills are essential, as is the ability to build positive working relationships and influence outcomes.

We are a small local authority developing new and progressive approaches to housing service delivery. You will have exposure to a wide range of housing practices in your role and have an opportunity to gain valuable knowledge and experience in many areas of local authority housing operations. In addition, we will offer training and support to further your personal and career development.

You will also benefit from 25 days annual leave (extended to 30 days after 5 years’ local government service), subsidised car parking and an entitlement to join the local government pension scheme.
