About the Role
Here at Reigate & Banstead Borough Council we are looking for a calm and confident Civil Enforcement Officer (CEO) to join our experienced Parking Team.
As a CEO, you will be working in all weathers patrolling of the Council’s Car Parks throughout the Reigate & Banstead Borough, issuing tickets where contraventions have taken place as well as covering other duties such as checking pay and display equipment.
Some of the duties include:
- Patrol on foot Council car parks in the Borough of Reigate and Banstead for the purposes of Civil Enforcement of Parking Contraventions.
- Drive Council vehicles to travel between various car park locations.
- Issue Penalty Charge Notices to any vehicle not complying with the Borough Council’s Off-Street Parking Places Order.
- Write concise reports of any incidents in a car park including any acts of vandalism, damage to vehicle or persons and any form of harassment.
- Inspect and test pay and display machines and ensure that they are fully operational. In the event of vandalism, make safe any damage. Clean the machines regularly and replenish stocks of tickets.
- Assist the Parking Services Team in maintaining good internal and external relationships and ensuring that the Council demonstrates care and respect for its customers and responsiveness to their needs.
About the Person
The successful candidate will be able to demonstrate:
- Excellent interpersonal and customer care skills, being able to work with the public, sometimes in difficult situations.
- An ability to work on your own initiative.
- Previous parking enforcement experience or relevant street experience in a similar role is preferred. Applicants with experience within a demanding customer care role would also be considered.
- A full driving licence.
- Being content with working regularly on weekends and bank holidays.

Local Government Reorganisation
Reigate and Banstead Borough Council is part of the government’s plans for Local Government Reorganisation (LGR) scheduled to take place in April 2027. This means the current two-tier system, where services are split between Surrey County Council and district and borough councils like Reigate, will be replaced with two unitary councils made up of East and West Surrey, which will handle all local services. Reigate and Banstead Borough Council will form part of the new East Surrey unitary authority.
Although this may lead to some uncertainty for anyone considering a role with us, this process will take some time and during that time we still need to provide services. When local government is reorganised, most staff will transfer to the new council(s) which may offer additional opportunities for career development and variety as part of a larger organisation.
