Job Title: Health and Safety Officer

Basis: Permanent Part time (25 hours per week)


About the Role
The role requires a suitably qualified person to carry out health and safety at work inspections, investigations and enforcement interventions, as part of our friendly, supportive Environmental Health team.


We will consider applicants with a range of suitable qualifications or experience levels, including those who are fully qualified (EHRB and/or CIEH registered) Environmental Health Officers or Health and Safety Officers who hold suitable qualifications. Support and training will be given to help meet competency requirements where there is a development need, e.g. if recently qualified.


The role primarily involves health and safety at work duties, including infection control related to skin piercing, but could potentially also include some general public health investigation and enforcement work. 


About the Person 
The successful candidate will: 
•    Hold a relevant professional health and safety qualification, such as the NEBOSH National Diploma in Occupational Safety and Health or a Degree in Environmental Health or equivalent 
And have:
•    Good knowledge of the law and legal framework around health and safety at work requirements and enforcement;
•    Experience of inspecting and enforcing health and safety at work standards in premises;
•    Experience of investigating accidents and complaints regarding health and safety at work conditions and standards;
•    Experience of formal enforcement activity, ideally in a health and safety role  e.g. drafting formal notices, gathering evidence etc;
•    Great communication skills;
•    An investigative and analytical approach;
•    Excellent time and case management skills;
•    Strong IT skills and be able to produce clear reports and case records; and,
•    An alignment with our organisational behaviours of being Positive, Supportive, Flexible and Innovative.

Reigate and Banstead Borough Council is part of the government’s plans for Local Government Reorganisation (LGR) scheduled to take place in April 2027. This means the current two-tier system, where services are split between Surrey County Council and district and borough councils like Reigate, will be replaced with two unitary councils made up of East and West Surrey, which will handle all local services. Reigate and Banstead Borough Council will form part of the new East Surrey unitary authority.  


Although this may lead to some uncertainty for anyone considering a role with us, this process will take some time and during that time we still need to provide services. When local government is reorganised, most staff will transfer to the new council(s) which may offer additional opportunities for career development and variety as part of a larger organisation.
