Salary range £80,679 - £87,685 per annum plus £3,000 per annum Monitoring Officer Allowance and car allowance of £5,559 per annum
Spelthorne Borough Council is a progressive, high performing local authority. We are working hard to deliver the best services for our residents. Spelthorne Borough is located 15 miles west of Central London and benefits from good connections across the capital and the South East. With 12 miles of the River Thames located within the borough, 750 acres of parks and open green spaces, and bustling towns and villages, Spelthorne Borough is a wonderful place to work, and live.
We have high ambitions for our area and are looking for a Group Head of Corporate Governance and Monitoring Officer to form part of the Council’s Senior Management Team and play a key part in delivering the Council’s vision, values, and objectives which form our Corporate Plan.
This is an exciting, key leadership role within our organisation, that, in partnership with the Chief Executive, will provide appropriate advice and guidance to the Council, its committees and internal officers. You will act as deputy for the Chief Executive or Deputy Chief Executives on specific issues, as required. You will lead across legal services, committees, elections and procurement, providing robust and timely advice on all areas and oversee the joint working arrangements with another council under which Internal Audit is delivered.
The Council has operated the committee system of governance since 2021. As our statutory Monitoring Officer, you will manage our constitutional arrangements and continuously fine tune our governance framework. You will also provide company secretarial support for our Council owned companies.
We are looking for you to lead, inspire and motivate your teams, promoting collaborative working, a culture of continuous improvement and the provision of innovative, cost-effective, customer-focussed services.
About you
You will be a legal professional with a demonstrable track record of navigating complex governance structures, delivering robust and effective advice to a wide range of stakeholders. You will have the confidence and ability to hold your own and lead services that you may not be the technical expert in and have demonstrable experience of having done so in the past.
You will have a comprehensive understanding of how local authorities work and a nuanced awareness of the political environment in which they operate, alongside sound knowledge of all policies and legislation related to the broad remit of this role.
Excellent communication skills will allow you to engage and influence others, gaining the co-operation of key stakeholders to deliver the ambitions of our borough. You will be a clear thinker, able to make the right decisions in a timely manner. You will be someone that proactively manages the performance of your direct, and indirect reports, resulting in high-performing teams.
If you want to work in a proud, responsive, open, and dependable organisation that is working to empower its communities, we would love to hear from you.
