Runnymede Borough Council are an ambitious Local Authority with an annual spend in excess of £20million on a wide and diverse range of goods, works and services to support effective delivery of our Corporate Business Plan and statutory and discretionary services. The Council has led significant regeneration and place-shaping in the towns of Addlestone and Egham to provide a mix of residential and commercial capital schemes.
We own and manage a portfolio of Social Housing within the Borough delivering first class landlord services across the wide remit of the Housing department including planned and reactive maintenance, disabled adaptations, environmental services, and estate management.
About You
This role is an opportunity for you to lead and deliver the Council’s procurement strategy, enabling outcomes that support our Corporate Business Plan and key strategic themes of economic development, climate change, empowering communities, health and wellbeing and organisational development. Harnessing social value and sustainable procurement will be a priority.
You will oversee all procurement activity across the organisation, delivering timely procurements and offering innovative solutions. You will manage a team of two Procurement Officers who lead and manage high value and complex procurement exercises (>£100K). This will include producing comprehensive tender specifications, technical questions, pricing schedules and evaluation criteria. During 2024/25 our procurement programme includes a wide variety of Housing Maintenance, Fleet, I.T. and Green Spaces contracts amongst others.
You will be able to communicate at all levels of the organisation and share your expertise by coaching and supporting Buying Managers at all procurement stages. You will be comfortable in engaging with stakeholders to explain public sector procurement and the regulatory landscape. As a result you will need to have demonstrable experience of procurement in the public sector working to MCIPS standards
