The starting salary for this 24-month fixed-term role or secondment opportunity is £43,923 per annum based on a 36-hour working week.

This role is open to a blend of office based and remote working meaning that although some office time will be necessary, you are not required in the office 5 days a week. We are excited to be hiring an Early Years Implementation Project Manager who will ensure the smooth running of our programme for the Early Years sector. You will be joining a dynamic team of Commissioners and Early Years Specialist teams to implement innovative and positive changes to early education and childcare for children aged 0-14 (18 for children and young people with a disability) in Surrey.

About Us

Surrey County Council are undertaking significant transformation across Children's Commissioning to support the implementation of the DfE Early Years Funded Entitlement Expansion and Wraparound Childcare Pathfinder Scheme. The programme consists of a number of key transformational projects that are critical to the future success and financial stability the Early Years Sector. The Surrey Early Years Teams support all registered Early Years providers to develop high quality, inclusive, sustainable early education and childcare places.

About the Role

This exciting project will predominantly involve supporting the Early Years Teams and Implementation Lead with the development and implementation of the expansion. You will project manage the engagement, communications and consultation work that is required to understand local demands and how this national change will impact on both parents and providers in Surrey.

As the project manager you will coordinate the task and finish working groups, the workstreams and Expansion Implementation Board to ensure timelines and milestones are met and each group is held accountable. You will be able to provide regular updates and summaries to Senior leaders regarding the progress of the programmes. The final part of the role will be the translation of the lessons learned by task and finish groups into business as usual.

Shortlisting Criteria

To be considered for shortlisting for this position, your application will clearly evidence the following:

  • Project management qualification or significant project experience with ability to plan and prioritise work to achieve goals
  • Previous experience working in a major transformation or change programme
  • Ability to deliver projects that consider the changing political context and needs of different stakeholders
  • Commitment to delivering improvements in public service
  • Authoritative and credible approach with stakeholders, including partners, senior managers and elected members
  • Knowledge of the structure and governance of local government, with an understanding of public policy and the process of policy formulation

Please note, this role will involve travelling around Surrey therefore access to your own vehicle, which is insured for work purposes, will be required.
