Head of Commercial and Commissioning
Do you have experience in commercial negotiations and procurement, and an interest in tackling environmental issues?
This role will work alongside the JWS Operations Team who manage waste collection and street cleaning services on behalf of four Surrey Councils. The post holder will be responsible for managing the strategy, commercial and procurement functions for the team. This will include working with the current Service Provider, as well as planning the organisation’s response to policy changes that will impact the future design and delivery of the services.
The role includes reviewing the existing partnership arrangements to develop a suitable model for the future including negotiating a revised inter-authority agreement. The postholder will be required to evaluate the current service delivery model and develop a strategic options appraisal to determine the most suitable model for future service delivery, as the current contract ends in June 2027. This will need to consider a range of operating options including a new contract or transition to a local authority company or in-house services.
The postholder will act as the authorities’ lead during commercial discussions with the service provider / contractor.
The successful candidate will have substantial experience of working at senior management level with responsibility for managing, motivating and developing a team, as well as significant experience of working within a commercial environment.
You will require demonstrable experience of modelling commercial scenarios and their impacts.
You will need substantial experience of managing complex and high value change initiatives, procurements and/or service transitions, and experience in complex and strategic project management.
As well as knowledge of procurement regulations, contract and commercial law, the role requires experience of leading commercial negotiations, as well as experience of dispute resolution and commercial claims.
Knowledge and experience of working in waste management and street cleaning is desirable.
