Street Works Inspector

The starting salary for this position is £34,356 per annum based on a 36-hour working week.

An exciting opportunity has arisen to join a dynamic and innovative Streetworks Compliance team who work closely together to deliver a high quality of service. Driving a Surrey County Council Vehicle to carry out your duties as a Street Works Inspector, you will be lone working for much of the day, route planning to maximise your time, communicating with the Team regarding your safety and that of Street and Roadworks; and contributing to the Local Transport Plan objective of reducing congestion and ensuring the best possible service to all highway users.

As part of the team, you will work collaboratively with the Street Works Compliance Manager, the Senior Street Works Officers, and your colleagues across the team. You will strive to continually improve and sometimes challenge our current ways of working, helping to ensure that our processes adjust, remain relevant and effective in frequently changing external and internal environments.

About the role

You will be carrying out site inspections to ensure that Streetworks and Roadwork activities on the public highway are completed in a safe and effective manner. Your inspections will determine compliance with the New Roads and Street Works Act 1991, the Traffic Management Act 2004 (TMA), the Surrey Lane Rental Scheme and the Southeast Permit scheme. This role will also contribute to the key Local Transport Plan objectives of reducing congestion and ensuring the best possible service to all highway users.

You will ensure that traffic management arrangements are not causing unnecessary congestion on the highway network and will also be identifying sites where works have overrun their permitted duration, taking photographic evidence; and following up until the site is clear. You will also identify and follow-up inadequate reinstatements, ensuring that remedial works are carried out to the required standard and attending site meetings where defects are disputed as part of the Sample Inspection process.

The disruption that can be caused by road works and street works can inevitably lead to enquiries from members of the public and it is an important part of this role to respond to these with informative and sometimes detailed responses.

To be considered for shortlisting for this position, your application will clearly evidence:

• Experience of lone working in a Highway environment and carrying out related risk assessments
• New Roads and Street Works Act (NRSWA) Supervisor accreditation
• Technical knowledge of relevant legislation the New Roads and Street Works Act 1991, Traffic Signs Regulations, Road Traffic Act, H&S At Work Act, Traffic Management Act 2014 and the application of the legislation when making decisions about works proceeding on the highway
• Experience of operational and administrative New Roads and Street Works Act and Traffic Signs Regulations activities, including the use of specialised computer systems i.e. Symology (Insight), Mayrise, Confirm or Street Manager
• Sound knowledge of the Specification for the Reinstatement of Openings in the Highway (SRoH), the Safety at Street Works & Road Works, A Code of Practice 2014 (2^nd impression) and the Statutory Code of Practice for Inspections 2023 including performance-based inspections
• A working knowledge of the range of relevant principles, practices, and procedures relating to highway maintenance and construction
• Knowledge and practice of current site safety procedures and guidance, as well as temporary traffic management
• Experience of answering enquiries relating to street works activities, providing a detailed and meaningful response

In addition to day-to-day site inspections, the post may also be required on occasion to attend meetings on site and at other stakeholder's offices.
