The salary range is £27,991 per annum for a 36 hour working week.
Following an extensive re-structure there are a number of new opportunities within Surrey County Council’s Highways and Transport Service, based in Merrow, Guildford. We are looking for a highly motivated individuals with relevant experience, who can make a valuable contribution towards improving the highway network. These roles are part of a team of professional engineers delivering design, contract management and delivery of highway improvement & road safety schemes and major projects.
The Design Engineer will focus on the design of a range of schemes ranging from minor to those of a complex nature.
The Implementation Engineer is focussed on construction of schemes. Post holders will oversee advance, delivery and post-delivery stages of minor schemes and, under supervision, in the procurement, pricing, and the pre, post and delivery stages of highway schemes of medium complexity and assisting in the roles relating to the delivery of major projects.
The Project Engineer will assist in the various end-to end stages of the feasibility, design, procurement and delivery of engineering schemes and projects. They will oversee advance, delivery and post-delivery stages of schemes and under supervision, assist in the procurement, pricing, and the pre, post and delivery stages of highway schemes, acting as Site Engineer when required, to ensure projects are constructed to the design and required standards. They will also assist in the contract and project management of projects.
Although each of these roles has a different focus, post holders in all three roles will have opportunity to gain experience of design, construction supervision and project / contract management. Successful candidates will gain and utilise their knowledge of the relevant principles, practices and procedures in highway design, specification and standards, bills of quantities and item coverage, engineering construction, contract and project management, ensuring that projects are delivered to time, quality and contract requirements, and that best practice standards are met.
The roles are all Professional Development Posts spanning three linked grades within our pay grade structure. This means that the roles are intended to develop successful candidates from engineering technician to assistant engineer to engineer, with training and experience provided to ensure progress. The post holders will be required to participate in a formal training development plan to achieve appropriate qualifications to gain a technical and professional qualification.
The Environment, Transportation and Infrastructure Directorate is a large and complex directorate with responsibilities including facilitating safe and reliable journeys, shaping places for our customers, achieving sustainability and climate changes targets and always putting the customer first while providing excellent value for taxpayer money.
The Highways & Transport service within the Directorate is responsible for ensuring the effective management, maintenance and improvement of all highway and transport assets. The highway is the most valuable asset managed by Surrey County Council with a replacement value of approximately £7.5bn and is critical to the economic growth of the County. It is regarded by Members and residents as one of the most important services provided by the Council. As such, the service manages significant financial, health and safety, and reputational risks.
The service operates in an environment with significant political engagement, and has daily contact with MPs, Cabinet members, backbench Members and committees.
Excellent customer service is standard and the post holder will be expected to embrace this in their approach, ensuring they put the customer at the heart of everything they do.
Post holders will need to work and travel across the County and will need a full driving licence. There may be the need for occasional weekend and evening work.
To be shortlisted for an interview, your application will clearly evidence:
- Your skills as a technician/design engineer, including evidence of your AutoCAD ability, along with relevant highway design packages
- The range and type of highway improvement schemes you have successfully designed and implemented
- Your knowledge of engineering design related legislation, practices and procedures.
- Your relevant industry qualifications plus any Membership of any professional bodies.
- Excellent communication and organisational skills.
