Please note that Surrey County Council's headquarters, where this role is currently based, will be relocating back into Surrey in 2020 to support our Community Vision 2030. The new headquarters will be based in Woking. Whilst the primary base for the role holders will be in County Hall, Kingston (until the move), the work assigned could see the post holder working from any of our sites across the county and so the ability to travel is a requirement of the role. Due to on-going restrictions with COVID-19, members of the team are currently working exclusively from home. 

About the role

Surrey County Council has an ambitious vision for data analytics to support service transformation. To deliver our 2030 Community Vision and the Surrey Health and Wellbeing Strategy, we are committed to changing and radically improving the council's culture, approach and performance, putting residents' current and future needs first. The Public Health Intelligence and Insight Team (PHIIT) are active participants in delivering this analytic vision. Due to members of the team moving on, we are recruiting to three roles: Public Health Analyst (Systems, Surveillance & Performance - temporary for up to 6 months), Advanced Public Health Intelligence Specialist (Systems, Surveillance & Performance – permanent), and PHIIT Leader (permanent). 

The Public Health Department in Surrey is forward-looking with a strong focus on innovation to deliver improvements to the health and wellbeing of our county's population. The successful applicant will be part of the Public Health Intelligence and Insight Team which provides intelligence to inform Public Health and system partners in addressing local health needs and reducing health inequalities, regularly collaborating with a wide variety of analytic partners to deliver joint intelligence. We are a team committed to providing a stimulating environment within which to work, providing opportunities for personal development through training, education, shadowing, and on-the-job learning.

About the role

As the PHIIT leader, you will be responsible for leading a team of public health analysts to deliver on an ambitious analytic programme to provide the insight necessary to improve the health of the population and reduce health inequalities. The current COVID-19 pandemic makes this role an exciting but challenging task. The team has been at the forefront of providing new analytic products to support the response to the pandemic and will continue to do so during the recovery phase. We will need to innovate because existing intelligence systems may not provide the information required to provide the insight needed by system leaders.

You will have excellent staff management and programme planning skills. You will have the analytic and epidemiological expertise to ensure that our analyses are methodologically sound but you will also embrace agile working methods to ensure that our analyses are delivered in a timely fashion. Your responsibilities will include ensuring the robust systems needed to curate our collection of databases are delivered so that we can deliver our analytic programme while meeting our statutory responsibilities around information governance. You will be assisted in your role by two advanced public health analysts, one leading on analytics and insight and the other on systems, surveillance and performance. You will report to the Public Health Consultant with responsibility for health intelligence but will also work closely with other members of the analytic community in Surrey County Council and across the local partnerships.
