This post is responsible for planning and delivering the implementation of CASPA across all schools in Surrey such that achievement and attainment data for children and young people working below the level of national curriculum tests is captured and utilised at child, school and local authority level to monitor the progress made by children working at this level and can be used to identify areas of best practice and areas where development and/or targeted intervention might be needed.

PRINCIPAL ACCOUNTABILITIES:

1. To be responsible for the implementation of the CASPA system across the local authority at LA and at school level so that schools and the PQA team can gather, monitor and effectively benchmark the achievements and progress of pupils performing below the level of the national curriculum tests.

2. To be responsible for providing advice to schools on the implementation and effective use of CASPA in monitoring and improving outcomes for pupils performing below the level of the national curriculum tests.

3. To be responsible for providing advice and guidance within the Performance, Quality and Audit Team, and to service managers and partners in relation to performance, service quality, compliance and improvement in relation to CASPA and in relation to other matters related to the assessment and monitoring of pupils either with SEN or otherwise working below the level of the national curriculum tests.

4. To manage administrative aspects of the CASPA system such as login details of users, process documentation and other administrative tasks such as are necessary to the successful roll-out and smooth running of the system 5. To ensure that by the end of the fixed term contract that there is adequate handover accompanied by suitable notes and documentation to ensure business continuity of the system 6. To co-ordinate and contribute to a review of the CASPA system towards the end of the first year of implementation such that the Deputy Director, Head of Schools and Learning is fully informed when deciding investment in the system going forward.

7. Familiarise, uphold and promote the aims of the council’s Equality and Diversity policies in the course of day-to-day work.

WORK CONTEXT

Based partly in County Hall and partly in primary, secondary and special schools the post holder will need to feel comfortable and confident in all these environments as a representative of Surrey County Council’s Children, Schools and Families directorate.The post will liaise with officers and managers from the PQA team, school staff and leadership teams and with representatives from the school improvement service and data management team. The post holder will need to be committed to the new Performance, Quality and Audit Team’s commitment to improved support to front line services, enhanced service quality and assurance, equality and diversity, and individual empowerment and to demonstrate this commitment in the way they carry out their duties.
